Kephart is a native Southern Californian, born in 1964. He graduated from Gahr High School (Cerritos) in 1982 and then UC Irvine in 1986 with a B.S. in Information and Computer Science.
He and his wife, Laura, are currently living in [Ladera Ranch] and his occupation is Software Engineer. He has worked in aerospace, multimedia, stock market, mortgage and manufacturing industries. He is the founder of the [Canyon Democrats] club.
