CalOptima is a separate public agency created by the [County of Orange|Orange County] to manage the Medi-Cal program in our county (CalOptima provides health care coverage for Orange County residents who are eligible for full Medi-Cal).

Medi-Cal is a public health insurance program for low-income people including families with children, seniors, persons with disabilities, foster care children, pregnant women, and low-income people with specific diseases such as tuberculosis, breast cancer or HIV/AIDS.

A County-organized health system, CalOptima serves more than 770,000 OC residents. CalOptima was formed in 1995, and today has grown to be the second largest health insurer in Orange County. By County ordinance, the OC Board of Supervisors (County of Orange) appoints CalOptima Board members who govern day-to-day operations.
