Section 300. Form of Government. The municipal government established by this Charter shall be known as the “Council-Manager” form of government.

Section 400. City Council. The City Council, hereinafter termed “Council”, shall consist of five Councilmen elected to office from the City at large in the manner provided in this Charter. The term of office shall be four years. Alternatively, and successively, three four-year terms shall be filled at one general municipal election and two four-year terms at the next such election, consistent with the sequence of terms of Councilmen existing on the effective date hereof.
