__Local Agency Formation Commissions__ or __LAFCOs__ are regional service planning agencies of the  [State of California|https://en.wikipedia.org/wiki/State_of_California] .  LAFCOs are located in all 58 counties and exercise regulatory and planning powers in step with their prescribed directive to oversee the establishment, expansion, governance, and dissolution of local government agencies and their municipal service areas to meet current and future community needs.  LAFCOs were established in 1963 and administer a section of California planning law now known as the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2001. (OC) [LAFCO|http://oclafco.org/index.php/mission/] serves the citizens of Orange County by facilitating constructive changes in governmental structure and boundaries through special studies, programs, and actions that resolve intergovernmental issues, by fostering orderly development and governance, and by promoting the efficient delivery of services. LAFCO also serves as a resource for local governments and citizens by providing a structure for sharing information among stakeholders in Orange County.

The Orange County LAFCO is composed of seven voting members, with four alternate members who vote only in the absence of a voting member. The seven members and their alternates represent all levels of local government. Two members are elected county supervisors and are appointed by the Board of Supervisors. Two members are elected city council members and are appointed by the City Selection Committee. Two members are elected members of a special district board of directors and are appointed by the Special Districts Selection Committee. These six elected officials appoint a “public” member who is not affiliated with county, city, or special district governments. Alternate members for the county, city, special district, and public categories are appointed in the same manner. Each of the commissioners serves a four-year term.
